好了，不说狗了，还是说开车的事。前面那篇追尾的故事贴出来之后，很多朋友都指责我开车不够谨慎小心，他们说得很有道理。开车在路上，必须打起十二分精神，否则对人对己都会有害。不过，还是有两个问题。一是交警的处罚显然是错误的；二是在北京城里开车，很难始终做到全神贯注，因为很多时候堵塞情况之严重，几乎逼近了驾车人所能忍受的精神极限。车流望不到尽头，每五秒钟就要做一回起步停车的动作，所有的车都试着往别人前面挤，那种混乱、艰辛、搏杀的场面，很容易就把一个清醒的人搞得精疲力竭、神思恍惚。

北京交通状况之所以这么差，有几个方面的原因。一是城市规划土老冒，以为修几条环路，就能把车流都吸引到那上面，却没想到环路一到高峰就成了死路。二是管理不善，虽然这几年交管部门上了不少设备，数千个摄像头遍布城乡，但管理水平还是没跟上。举个小例子，北京环路的一些立交桥下非常堵，为什么呢？因为有人把桥下的空间封起来做买卖，却不舍得多开一条调头车道。三是法规不健全，信号灯、标志标线的设置比较随意，交警工作作风有待改进，执法水平有待提高。北京交通罚款数额之高，是很多人难以想象的。每年几个亿的罚款，都是开车人的血汗钱啊，难道司机真的宁愿罚款也不想守规矩吗？显然不是。很多时候，违章是被逼出来的，或者是被管理陷阱给套住了。比如说西客站，早晨的时候总是堵得严严实实，车辆很难注意到实线，但只要你压了上去，高处的摄像头就把你拍了下来。又比如东二环东四十条桥西北处，老有警察在那里守株待兔，因为那里有一条很长的分道线，不容易察觉，车辆并线稍不及时就会压上去。我就奇怪，警察有那工夫老是等在那里罚款，为什么不找一桶黄油漆把线划得醒目一点呢？还有西外大街的低槽路段，路况其实不错，但限速50，因为那里面死了几个人，比如说牛振华。限速过低必然容易违章，也造成了道路资源的浪费，导致了人为的拥堵。交通管理部门为什么不想别的方法提高安全性呢，比如多安几盏灯，提高下面的照明度。很显然，以罚代管的观念在交管部门还是根深蒂固。
还有一个问题，就是市民的整体素质还不高，整个社会没有建立起一种汽车文明，人车争路的情况很普通。行人和非机动车违章很普遍就不说了，那事儿似乎谁都管不了。在北京开车的状况，最能印证纳什的囚徒困境，那就是谁都不跟别人合作，只追求个人利益的最大化，要么在快车道上晃晃悠悠，要么见缝就钻见车就超，结果谁都没有从中获益。
很难想象，以现有的城市管理水平，两年之后的北京会是什么样子。那几条地铁线能够包治百病吗？我看玄。是不是要禁止所有的市民开车，才能确保奥运会的畅通呢？很有可能。
